Methodology

How bid / no-bid scoring works

Transparent, adjustable heuristics — not a black box. Designed for capture managers who need a fast first cut before human review.

Score components (0–100)

Positive signals

  • Primary/secondary NAICS overlap
  • Capability keyword hits in title/summary
  • Small-business-friendly set-asides when you are SB
  • Priority agency match
  • Aligned contract vehicle (SBIR Direct, GSA MAS, AFWERX, DIU CSO…)
  • Value band inside your min/max
  • Healthy response window; RFI/Sources Sought positioning
  • SBIR/STTR for product-oriented small businesses

Negative signals

  • NAICS on your no-bid list with no overlap
  • Clearance requirement above comfort level
  • On-site/OCONUS when you prefer remote
  • Outside value filters
  • Closed / awarded / past due
  • Very tight due dates without strong fit
